Land Development, James Street and Well Street, East Wanneroo, Elberton Property, WA – EPBC 2021/9106
Elberton Developments Pty Ltd (the proponent) are proposing the residential development of a 7.48 ha area comprising of 20 James Street and 31 Wells Street, Harris Street road reserve and Wells, Tapping and James Street verges in East Wanneroo, Western Australia (WA).
The proposed action was determined to be a controlled action on 4 February 2022 under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), to be assessed by Preliminary Documentation. The relevant matters protected under Part 3 (s18 and 18A) of the EPBC Act that require assessment are listed threatened species and communities, including:
Carnaby's black cockatoo (Zanda latirostris) – Endangered.
Forest red-tailed black cockatoo (Calyptorhynchus banksii naso) – Vulnerable.
The proposal was published for public comment for a period of 30 business days from 15 December 2025 to 29 January 2026. One public comment was received. In accordance with Section 92B(2) of the EPBC Act, the proponent’s response to the submission with submitter identity redacted, and the finalised preliminary documentation, are being published for ten business days for public information purposes only.
